Outside the Flood Zone: Flood Insurance Without a Lender Requirement

Many homeowners in Ashland and across Hanover County never hear the words “flood insurance” at closing. If a property isn’t in a high-risk flood zone, most lenders don’t require it. That can leave the impression that flooding isn’t a real concern. According to FEMA, though, a significant share of flood insurance claims come from properties outside high-risk flood areas.

Understanding Flood Zones

Zone Type What It Generally Means Lender Requirement
High-risk zones, such as A and AE Higher chance of flooding, as shown on FEMA maps Often required for federally backed mortgages
Moderate- to low-risk zones, such as X Lower mapped risk, but flooding can still happen Usually not required

Your Questions, Answered

Why do homes outside high-risk zones flood?

Heavy rainfall, overwhelmed storm drains, runoff from nearby development, and small creeks can all cause flooding in areas maps label as lower risk. Flood maps also reflect conditions at a point in time and may not capture every local change.

Does my homeowners policy help?

Standard homeowners policies exclude flood damage, no matter which zone a home is in.

What coverage is available?

Homeowners outside high-risk zones can generally buy flood insurance through the National Flood Insurance Program, and some private insurers offer flood coverage as well. Coverage can include the building, your belongings, or both.

When should I buy it?

Most NFIP policies have a 30-day waiting period, so it’s best to buy coverage well before storm season rather than when heavy rain is in the forecast.

Questions to Consider

  • Has your street or neighborhood flooded during past storms?
  • Is your home near a creek, drainage ditch, or low-lying area?
  • Do you have a basement or belongings stored below ground level?
